  Salcines Park is a pretty sad concrete hobo park with a couple of benches, a couple of tables, no grass, north of i275, and can't be really lumped in with the ritzy South Howard area, although it's only a few blocks up the road. If you check google street view you can see people passed out in the middle of the day (probably on drugs). Salcines Park should be torn down but I'm really not sure how a "park" in such a small area can be improved. Perhaps, build a shelter or shuffle board instead.
